Where to measure water level for skimmer pump?

For skimmers that have a recommended water operating level, where do you measure the depth of the water from?

Is it from the bottom of the pump or the top?

from the bottom of the skimmer.. The total depth in the skimmer section

Guess I should have given more details in the original post. The skimmer hangs off the side of the sump so only the pump itself is submerged in water. Oh and there are no baffles in the sump so there isn't really a section for the skimmer (I didn't design it).

Do I still measure from bottom of the skimmer even though it is outside of the sump or measure from the top/bottom of the skimmer pump?

Sorry for not being more clear in the first place.

Guess this got bumped down too quick to be seen, still looking for an answer.
