24" Bulbs

I have a 24" light fixture. The bulbs are 22" long. When I look at ads for ATI bulbs, they say their bulbs are 24". Does this mean they are actually 24" or does it mean they are for a 24" fixture?

They are for a 24'' fixture. The bulbs plus the endcaps are right around 24''. That is where the length comes from.
