I think it is a matter of time, not flow. Whenever I move mine to another spot in my tank they go through a time of adapting and then I spend the rest of the time pulling pieces off to keep it in check....so give it some time and you will see it start to form on nearby rocks (looks like a moving glacier and then the plants bloom). Mine have done well in low, moderate and fairly high flow in my tank so I will say sit back and give it time (kind of like watching grass grow...lol)
