I would use three 200w Jäger heaters. That way if one goes out, the other two will maintain an acceptable temp. If one of the 250's goes, you will not hold temp in the winter on one 250w.
I run three 200w Jagers off Ranco controller on both of my 200 gal systems and keep one spare to service the six heaters.
