There is a restrictor in the line behind the RO membrane in the waste line. It works exactly the way you are thinking. Increasing the pressure further will have little effect.

You can add a second membrane to reduce some on your waste water, but you're not going to get down to the ratio you want. Not without giving up water quality anyway.

Also remember that no matter how you restrict the flow, there is a limit on pressure. You will never get the pressure higher than the pressure from the tap without a booster pump. That is a function of your pipes and how high the water tower is above your house.
