The "proof" you're looking for is impossible. "Scientific proof" isn't even a definable term. What you seem to be looking for is absolute proof: a 100% statement of fact that leaves absolutely no room for error. This rarely, if ever, exists. Even DNA, considered indisputable in almost all applications, is not 100% certainty. We execute people when proof is shown "beyond a reasonable doubt". Proving no forms of ich existed in a tank would be like proving that no North Korean submarines were prowling the Great Lakes. Neither can be done to a 100% certainty ; but both can be proven "beyond a reasonable doubt". I think an established tank that has shown no signs of ich (assuming the tank is owned by someone who routinely examines his fish) for a certain amount of time can be considered proof beyond a reasonable doubt that ich is not in the tank. May there be an exception? Sure, but extremely unlikely.
