When the pump does kick on, how long is the pump running? I guess it's possible that if the area where the sensor is mounted has a very large volume, maybe it's not able to pump enough water to get the level back up? Just throwing a guess out there.
That said, my osmolator did something similar. It started off occasionally saying "too low". After cycling the power, it would seem to work fine. Eventually it happened more and more...I thought it was a weak/dying pump so I replaced it; same result. Eventually the controller quit turning on altogether. I ditched it and got a different brand. Hope you have better luck!
