Current Orbit on a 24" deep tank with the lights 12" off the water... Yep.. you certainly need to supplement/replace that..

How are they 12" off the water? Sitting on a canopy?
Can you lower them?
How about adding some T5 retros?

Budget?
What specifically does your wife have in mind for a goal here?
