Diatom

I have a interesting diatom problem. This thing is going on like 2-3 months now. I have brown algea only small part of my sand. It was there all the time i cleaned it maybe 10 times. It keeps coming back to same spot. I pointed powerhead that side but it didnt make any change. Only that spot, i dont have diatom anywhere else. And i have water flow there like a crazy. What causing this problem?
