Is this whole thing outside of the tank? It has a U-tube coming from a box inside the tank?

from that particular picture, we have no way of knowing. Just a couple of boxes their. Sorry, don't mean to critique your drawing abilities but really need more information first.

Yes, it is entirely out of the tank. I will cut notches in the glass or the black strip at the top of the aquarium for the water to flow though.

Yes, it will work. There are many people with that type of overflow.

Great!
I just wanted to make sure that if I cut notches into the black strip at the top of the aquarium...that it wouldn't reduce the structural stability of the tank. |

make sure the sides on your tank arent tempered.
