setting up 2nd small tank

i'm going to use the water out of my established tank for my small other desk top tank.

do i need to let it cycle? i'm not really going to put anything in there (no sand) besides maybe a piece of lr from my tank which is already fully cured.

do i need to wait until the filtration has built up bacteria? the tank will be for FISH ONLY, and 1 small piece of lr for shelter and good bacteria.

I would let it run for a couple days and check it. It won't go thru a cycle and since the piece of LR is cured you could put the fish in.

You may need to increase the LR for filtration though. How big is this little tank?

it'd be a small 2 or 3 gallon nano setup for qt or when certain fish need a time out.

You probably won't have any problems if you stock it right away, but moving live rock always has some risk, so I'd wait at least a few days to see about any traces of ammonia.
