Filling calcium reactor with saltwater?

So the directions tell me to fill the reactor almost full with saltwater. But, with the top off of the reactor when I pour the water in, it floods right back out through all the unattached tubing. If I attach all the tubing and connections then the top is back on? I feel like a kid trying to put a square peg in a round hole?
Can anyone help?
