Question QT question

I am setting up a 10g QT. It's just one of those no frills setups from WalMart. I read an article saying that you can fill the tank with water from an established tank. Is this true? Would it mean not having to cycle? I am going to be doing a water change next weekend and was wondering if I can use it. If not, what is the best way to start one ? Thanks !!

I set up my QT with water I take out of my display.
