Dialing in a hang on Fuge/ protien skimmer

Hi all. I need some pointers on dialing in an Aqua Traders Hang on Refugium with the protien skimmer. It has been running 3 days. I barely have some green gunk on the riser tube so I know it's trying to work. Plenty of bubbles but I can't get any skimate. I have the venturi wide open. The collection cup is about an inch down in the column. It did not come with any instructions so I didn't know where to put the plastic C clips it came with. Any advice? Do any of you run this fuge? Thanks for any info.
