Brown & bubbles on sandbed?

I recently changed from pc to T5 lighting on my 60 gallon tank. At that time I also adjusted the powerheads (flow was too strong in the center of the tank - I'm using 2 MJ-1200's, one on each side). Since then I'm getting a brown film on my sandbed - along with a bunch of little bubbles. Is this due to the light change or not enough water flow on the sandbed? No change in water params, so that part is ok. I've tried removing the brownish stuff, but it's back again the next day. Tank has been set up for 3 months.

I don't believe that's it. It's only on the sandbed - nothing else. Looks more like a cyano outbreak. Will recheck the phosphate levels.

cyano on sandbed wont show phosphates im betting, it didnt on mine, heres why, the cyano is using phos that is leaching from the sandbed, since the cyano is using it as food it does not have a chance to enter into water column thus you will get no reading, boyds chemi clean works for me..............
