Nope.

30 is the absolute bare minimum for a lionfish of any genus. The smallest ones are the fu manchu lionfish, and they still can be up to 5-6" full grown. Here's a link to the ReefKeeping article on lionfish.

i had a red lion fish in a 10gal for like 3weeks then i was told that he would grow to the diameter of a basketball( they need there space) and watch what you put them with, the other fissh must be bigger then him or there dinner.

I wouldn't even attempt one in a 30g tank, fu man-chu or not. There just isn't enough room for one to be housed saftely. Even a 5" lionfish in a 30g isn't going to have proper space and if any other fish are in there with him, that much higher of a chance that he'll accidentally bump into somebody else and sting em. I've got a 42g that I occasionally bump into my urchin while working on the tank, and he's not even venomous or swimming around in the way at all.

I agree with everyone else. As already stated, even the dwarfs can grow to 5". I would definitely not have one in such a small tank.
