so is this hair algea? and will astrea snails eat it?

the tank is bare bottom if it matters. I reduced lighting and killed off everything except this green algea, who appears to be immune to low light... so Im going to get some snails to maintain things, just want to be sure this is a type of algea that snails will eat...

It doesn't look like your typical hair algae, but it may still be a species of Derbesia. The only way to know if Astrea snails will eat it is to try them. Though I find Astrea are more likely to spend a lot of time on the glass and that Turbo snails are better for cleaning rock work.

Im wondering if maybe a fox face rabbit fish might be goot to mow it down. I have a lawnmower blenny, but he aint mowing the lawn... clownfish is not interested in it either.

I'm pretty sure a foxface would take care of it. Mine even ate chaeto - came out of him looking just like it did going in.
