Shoot for about 10 inches. I think that a constant water level is best.

What happens if my sump is only a good 7 inches deep? Does that make this skimmer a bad choice?

I think people run them anywhere from about 6-12" deep. As long as the pump is submerged and not sucking air from the surface it should be fine. I run two NW-150's in about 11-12" of water, but see no reason they couldn't run in less.
