skimmer pump
I have a rio 2100 pump for my skimmer. Can I run the pump only dry without submerging it?

what do you mean dry, no water? No, and you can not use it as a out of the sump pump, it has to be submersed in water.

All rio pumps must be completely submerged for them to work. If you're looking for an external pump, look into investing in a Sedra, Gen-x, or Ehiem.

I would get rid of the RIO. They are very unreliabe. I have seen some bad stuff happen with those. If you are going to use a summirsible then I would recommend the MAG 7
