NC 28g HQI upgrade question

I have recently purchased a JBJ Nano Cube 28g HQI AIO and it has been cycling for about 2 weeks now. Today I purchased a Nano Chiller since the lighting can bring up the temps pretty dramatically. I was told that I would also need to purchase a pump for the nano chiller so I purchased 2 Rio 6hf pumps. My question is this...

If I replace the 2 stock pumps (Accelera 266gph @ 16watts) with the 2 Rio 6hf pumps (350gph @ 15watts), can I use one of the stock pumps for the 'return' pump for the use of the chiller?

Also, the JBJ Nano Arctica chiller...

It is rated for 25g and that usually means 25g net volume of water and not volume of tank correct? For example, since I have a 28g tank but I also have about 25lbs of rock... that would make the net volume of water approximately 20-25g which makes the nano chiller compatible versus buying the next upgrade chiller? (Mini Arctica rated for 40g tanks.)
