cheap substrate?

Im starting a 20L real soon and im on a bit of a budget right now. All I have is some white pool filter sand and crushed coral which both seem to be garbage so I was wondering if someone could reccomend a cheap substrate that could be purchased from home depot/lowes and work great. thanks

You can use the fine masonry sand. Sugar fine and pretty clean, although I rinsed it thoroughly before using.
