How do HOB refugiums work?

Im thinking about buying one......but am not sure how they work? I was told that I would need a pump for it but dont know why? I thought that HOB refugiums ran on a siphon?

They return to your tank by gravity if they are higher then the tank but you will need a pump to get the water to the refugium

Have a look at what this guy has done with a hob:

can you use pretty much any pump to pull water? I was thinking about picking up a rio 400, because its small and cheap.......do you think this would work?
