Ballast and UPS question

I was looking at home depot for some electronic Fluo. ballasts for a different project and came to question if they are also suitable for PC and/or VHO's, the voltage they carry is stated to support several lamps and wonder if running a ballast per two 36" VHO's

Second, I recently bought a UPS unit just in case of power outages (experienced that already and some fish died last month)
Brand is Deltec PowerRite II
this is a heavy unit out of a research lab rack mountable.
Anyone has used such UPS units? not wondering about the name brand but in general battery back ups.
I want to run two power heads out of this unit only in case the power goes out again to prevent lack of oxygen.
