White cotton like on sandbed?

Hello all,

I have a 30 gallon tank I just setup with some live sand in it, thats it.

I have one powerhead in there for water movement.

I have noticed the last 2-3 days a buildup up a white 'cotton' type on top of the sandbed.

Is this a fungus? if so, did it come from the live sand or is it because it is cycling?

Anyone that could help me solve this and give me a recommendation as to what to do to solve this situation, I would greatly appreciate.
