EXT PS-150 Water Level?

What height should the water level be? It seems as if the water level is dictated for the most part on the height of the output tee. In the picture my index finger is pointing towards the middle of the output tee or the water level when the skimmer pump is off. My middle finger is pointing at the water level which is just below where it begins to taper. Should the output pipe be cut to lower the water level. Skimmer is stock with no mods.
Thanks!
