Skimmer Help

It took me a couple weeks but I got my sump up and running.
I have a 75 Gal reef with a 29gal sump, I was not running a sump before but I got some info and built one. I have a hang on back overflow box that does 1200 GPH and a quiet one 4000 high head pump that does 950GPH it all works great. Anyway I just bought a Octopus NW 150 and set it in the sump.
The collection cup is filling up with a foam and water mix in about 2 minutes. I have the water outlet set as low as it will go.
How do you set it so it doesn't fill the cup up with water?
Is this set up to much power for a 75gal?
I was told by several people that you can never skim to much only to little.
My tank has only two fish and 120 lbs of live rock and 80 lbs of live sand.

I just wanted to add that my skimmer is in about 9 or 10 inches of water, and the water outlet is about 2 inches above the water level in the sump.
It feels up the cup really fast and produces micro bubbles and the baffle does nothing.
