Metal halide setup is now failing to start

Hello,

I just got a new used metal halide setup. The specs:

PFO 250 watt HQI reflector: 1 year old
250 watt HQI 20,000K bulb: brand new
ICE Cap 250 watt electronic MH ballast: 1 year old


Yesterday (when I got it and set it up) and earlier today it worked fine. I just went to turn it on about 20 minutes ago, and it failed to start. All I see is an arc of electricity in the chamber and I hear electrically noises, but it fails to start.

Everything I read on the internet seems to say that this is due to the bulb being old.. but this bulb should be brand spankin' new. Anything I could try?
