yes, superglue (cyanoacrylate) is reef safe. I'd highly recommend getting the gel type superglue. Gluing outside the tank is the easiest and best way, but it will also set underwater. If you're going to glue to something that's in your tank, take the first object you want to glue out of the water, pat it dry and apply a generous portion of superglue. As you place it in the water, you'll notice a skin immediately form on the outside of the superglue. Place what you're trying to glue firmly against what you're gluing it to and give it about a quarter turn. This will break the skin that formed on the glue and allow the two objects to bond. Hold it firmly in place for about 30s to 1 min, and you should be good.

+1 on IslandCrow's advice. I use live rock rubble to glue my frags. I glue them to the live rock rubble out of the water, wait for about a minute or two for them to set, then epoxy the rubble in the tank.

Just thought I'd pipe in.... I use the gel glue with everything in place underwater and run a bead around the base of the frag you're gluing. It works well but when you remove the glue from the tank you have to break the skin that formed on the glue bottle before you put the cap on. This way I can avoid having the frag exposed to air, which can be an issue depending on what type of coral you're gluing. Having said that, I have also used the method mentioned above and have had success with it as well.
