Don't know for sure. Contolling nutrients will get it down.

Not directly.
Maintaining Alkalinity in the proper range will help stabilize pH which can make life more difficult for hair algae, but controlling nutrients (phosphate & nitrate primarily) is the real key to keeping hair algae at bay.

Sea pug, Why do you think stable ph makes it difficult for hair algae? Is it because it helps other nutrient consumers(corals, caraline,etc) or is there another reason?
