Can I add a fish?

I have a 12g nano that I need to use as a hospital tank. My parameters are:

Phosphates: 1.0
Nitrate: 0
Ammon 0.3
Nitrite 0

I have a false percula that is showing signs of ick and I'd like to isolate him and treat him. I hear garlic works. would garlic flake work or should I try something else?
Is is safe to add a fish with these params or should I do a water change and retest?
How much of a water change?

I do not like the amonia level. if the tank is done cycling then yes do a water change . Phosphates are high but that wont bother the fish.
I would not bother putting him in the nano if you just want to feed him garlic . You can do that in the display tank he is in.

this was an established tank (poorly maintained) that I moved last wednesday. The sand and the liverock was left in it, but the tank was basically emptied except for about 2" of water. I expected some die off with the rock.

how much of a water change should I do?

enough to lower that amonia. I would do as much as you can.

Do a water change on the nano and you should be fine for a QT tank. Although QT tanks should be barebottom so any diseases like ich can be cleaned up after the fish is out of QT and the tank is empty.

Garlic will not cure ich. If your clownfish has ich and you are placing him in qt treat him with copper or hyposalinity and leave your dispaly fishless for at least 6 weeks.
