As a last fish added to my tank, will he be able to hold it's own if I already have a DAMSEL and a TOMATO CLOWN?

I wouldn't put a cherub in a 25g tank, even if it was the only fish. They're quite active and do a lot of grazing. JMO.

I agree. I would not put them in anything under 3 feet long.
