Question Best Light for Cheato Growth

Hi:

I installed a refugium about 2 weeks ago w/two balls of cheato. The cheato is growing very slowly. I'm using a cheap light that came with the even cheaper 10 gal. tank I used for building the fuge.

Should I be using a more powerful light?

Thanks in advance.

I have a 19 watt energy saver bulb. Run 24/7. I have pulled some mangroves floating out behind my house in the intercoastal and shoved them in my fuge. They seem to like it there and are growing well into the bottom of my tank. It is funny because them have planted a bunch of these along newly redone causeways where I live to help stabilize shore and most of them have died. Maybe I should give them some starts.
