ph of 7.4, what to do?

two part question

i have been cycling since june 14 and my pH has been relatively constant at 8, but today I checked and it is at 7.4, what can I do to increase this? is it okay if it is at 7.4?

its a FOWLR tank

ALSO, I checked my parameters:

Ammonia: 0
Nitrate: 5-10
Nitrite: 0
pH: 7.4
S.G: 1.025

does this mean my tank is done cycling?
