Teco Chiller/heater

I recently brought a teco chiller and is still trying to work out how it operates.

I set the temp at 80 but the chiller doesn't start till the LCD display is 82-83.
Is this normal?

Is it better to place a heater in the DT instead of the sump, because I also find there is a is difference in temperature. Its always trying to catch up rather then set it at that temp.

Is 300w heater enough for 160g water volume?

take a look at the manual..Ther e is deferential number when compressor goes on/off. I have my set up at 02.
