Wired up VHO's and I am having problems.

Well I bought an IceCap 660 ballist with wireing harness and 4 end caps used on this forum. Lately I have been running just 2 48" VHO Super Actinics on it and it was working fine. I bought 2 46.5" 50/50's and I had to rewire the endcaps to accomidate 4 bulbs. Somtimes I would get a little water into the endcap because I have to do this with my hood on. I dryed them out as best as I could with a paper towel and put it all together. When I plug it in, only 1 bulb fires but its only for a split second and then it goes back off.
