Chocalte Chip Starfish dead?...

I've haven't had this tank long, and I noticed that the starfish was partially out of the water just one extension on the other is lying on top of the water, there is also a green looking water around his mid section, since I've had the tank, he would do this on different sides of the tank, but this time I don't think he's movin.

Starfish quickly disintegrate when they die. If it's not turning into mush, leave it alone.

Anyexplanation for the green stuff surrounding him, oozing? I mean it's partially out of the water.
