Quick Question - Reflector & Lights

I have an extra 24inch reflector that I have room for a-top my aquarium. It's rated 120v 19w 60hz with a cheap white plastic reflector.

It came with a 15w florescent lamp inside.

What's my best option if any to replace this light? And if I replace it would this cheap reflector support the higher wattage of a T5? Maybe a 24w?

Would a see an improvement in overall lighting?

Currently I'm running 2 39w t5's. (one actinic)
