Do blue line pumps throttle?

I got my hands on a Blueline 100. I am in need of a pressure pump, and was looking for the 1100gph one, but this one is 1900 and almost twice the watts.

Can these pumps be throttled down like sequence pumps to reduce the wattage draw?
