Adding sand will not usually solve that problem. You can find plenty of tanks on this board with 3-4" sandbeds that have cyano problems. Do you have a refugium on your tank? If so, does it have a deep sandbed in it?
To beat cyano, you need to increase the flow in your tank and test your parameters. You can also seach here on RC for vodka dosing but that is a very debated subject.

If you are looking to just add sand for looks then its fine its not going to help at all with the cyano. What I would do if you want to add it and not make a total mess I recommend just getting a piece of pvc tubing and putting a slit in the bag and dump the sand through tthe pvc it will not creat as big of a sand storm as just dumping the bag.
