Question about setting up the refugium section in sump.

Hey guys....
I have this section in my sump that I was going to set up as a refugium and have a few questions.

The section is about 13" long x 13" tall x 18" deep (standard width of a 75 gallon). The height from the bottom of the sump to the bottom of the media chamber with the floss (yes...I know it needs changing ) is about 7". My question is how would it be best to set it up for the growth of pods to support my mandarin goby? Should I put a small layer of sand in the bottom along with some live rock pieces....go bare bottom with some live rock pieces.....fuge mud....chaeto along with some live rock (would the flow through the sump cause and issues with the chaeto going into the bubble trap on the right end of the fuge section?) Wold it be best to put a few snails in the fuge? Here is a bigger pic to show the skimmer section that comes before the fuge section:

There is one more section of the sump not shown in the pics that has the return pump. So....the water flow is from left to right as follows: drain line/skimmer section--------->fuge/media section---------------->return pump section. Thanks in advance for any info.

One last bump to get some opinions on the best way to turn that sump section into a refugium. 43 views and not one opinion
