Dead feateher duster?

I bought 2 feather dusters yesterday and one is acting ok but the other one seems to not retract into the tube im afraid it is dead but i really dont know how to tell. anyone out there know

Welcome to reef central!!

Does it respond to movement? Try and wave something(like a net) around or near it and see if it responds to the movement.
