wait for the bacteria in your tank to convert it to nitrate. this shouldn't be an issue unless you have no live rock, your tank is very small, or this piece of coral is huge. the coral should also not leach ammonia. if there is dead tissue on the coral this will produce ammonia if it is truly skeleton then the coral is not your source.

there is dead tissue. it looks like coral that was just left out of water for a while. what can i do to completely kill it and make it reef safe?

let it bleach in the sun for a month or two.
Boil it and scrape off the "flesh", or scrape the flesh off then boil it, either way. |

if you really are measuring ammonia, look elsewhere. a piece of coral doesnt have much flesh mass on it, unless , as mentioned, it is huge. you would be looking for something massive like a dead fish.
if you are only not wanting to add ammonia, ok, you can boil the piece with a little shot of bleach, or just soak it in bleachwater for a day or two then rinse it well.
