OCT-100 SS help needed

OK So I got a OCT-100 SS for XMAS and have it setup best I can tell from diagram, my tank is 39gal and has been up for 4 months with no skimmer just using a canister filter , very limited LS, just some small hermits and Pepperment Shrimp and 20 lbs LR.
Now the problem.
can someone take some shots of their BH-100 or draw a diagram.
It came with two sponges, one black already in the return chamber, below the return pipe and a blue one called a bubble stopper, that looks like it should go on the return pipe inside of the tank that is where I have it.

My skimmer is not making any form I have tried to lower the colloction cup and foam only goes half way up the tube with it all the way down, now if I pinch the air tube almost shut it will produce a ton of foam but also brings the water level in the return chamber to within an inch or two of overflow to scary.

So if someone has a OCT BH-100 and can let me know how high the water is on the return that may help.
