Wrasse Issues

Two weeks ago, I purchased a red head solon fairy wrasse and a mccosker's flasher wrasse for my 65 gallon aquarium. The dealer said he didn't recommend keeping two male mccosker's flasher wrasses in the same tank. However, the flasher wrasse bullies fairy wrasse constantly. The fairy wrasse stays at the top corner of the tank. Is this behavior normal between these two types of wrasses or is this atypical? I would appreciate any advice, as it was my understanding that these two would be compatible tank mates.
