Troulblshooting T5 fixture ?

I have a question regarding a T5 fixture. Do all bulbs have to be installed for fixture to fire up?

I picked up a 48" Solar Flare for very cheap and trying to get it to work.

I could post on Ice Cap forum but I think I'll get a quicker answer here on a Sunday.

are bulbs new? i dont think so i just took one out of my nova and the others fired up.

No, I only borrowed a few old bulbs from a fellow reefer. I wanted to get it working before spending $200 on bulbs. I dont know if I should just send it to Icecap for repair or try to fix it myself.
