IceCap Ballast

I have a ~3 year old Aquatinics Solar Flare fixture, it uses IceCap ballasts. Lately my SPS don't see to be looking the greatest, bulbs always changes every 6 months and the current bulbs are only 1 month old. Is is possible I need to replace the ballasts? All other parameters look good, i just can't see to get the color I once had. Any help would be appreciated.

You could get a killoWatt and see if it's drawing proper wattage.
My Odyssea actinics are only drawing 106W and should be 260.
