How stupid are Fairly Wrasses?

I put a fairy wrasse in my 20 QT with a Coral Beauty that had been in for a week. They played well together yesterday but this morning the FW was hiding in a corner near some pvc. When I turned the lights on the angel was being a little aggressive towards him. So I went to lowes and bought a lighting grid for a tank divider and separated them. Well somehow the wrasse is ending up on the other side with the angel. (not sure how) So I have moved him over three times and he keeps coming back with the angel (who proceeds to pick on him.)

Any ideas? I have 3 5" sections of 2" pvc in the tank for them to hide. I am going to add some 1" diam hoping the wrasse will figure out he can go in there and the Coral Beauty wont fit!

Well I added some 1" pvc for him. Came back an hour later and he is laying inside it. Im like, is he dead? So I put in some food and sure enough, out he comes to eat then back into his home. The coral beauty spends very few time in his tube and when he does he is free floating in it. The wrasse is actually laying down in his. Is that normal?
