Yes. That is the pre-filter, and should be regularly cleaned.

made that for my eshopps overflow, noiseless and makes more efficient use of the prefilter

You can always just build, or buy, an aqua-silencer or Hofer gurgle-buster or whatever, then you can do away with the prefilter altogether. Just a thought.
