best method to catch peppermint hogfish?

not sure on that specific fish, but I had a flame angel that I tried to catch for months using nets, fish hooks, traps, etc. Finally got him in about 15 minutes using the "bottle trick" where you take a 2L soda bottle, cut the top off, slit the top to fit the fish and invert it, then baiting the inside of the bottle.

Search for it and you'll find better instructions/descriptions.
