Don't know anything about the led one you're lookin at but there's lots of variables here.... I mean tank height and everything is gonna make a difference as well as the length.... Everyone knows that the right t5 with the right tank setup can grow anything. And same with LEDs. I pick t5s untill LEDs get down to a reasonable price. Even a diy led is ridiculously expensive.

I would definitely go with a T5 HO set up before an LED set up. Cost is way less, color is better and growth is better. |

Plus T5s are proven long term. The electric usage of a high end T5 is minimal over a LED setup, same with the heat imparted to the tank.
